Further simplifying business registration system

China has decided to speed up the “all-in-one business license” reform to further unleash market vitality, according to a document released by the General Office of the State Council on May 12.

The new step is aimed at integrating all the licenses for business registration, record filing and other related affairs into one business license, to fully make real the “all-in-one business license and unified code”.

Related departments should follow the work pattern of “one set of file, one registration form, and one service window”.

SASAC to transform functions

The State Council has approved a plan submitted by the State-owned Assets Supervision and Administration Commission (SASAC) to further promote transformation of its functions.

The plan urged simplifying the supervision items of SASAC while ensuring the property rights and management autonomy of business entities, to enhance the competitiveness and unleash the vitality of enterprises.

Five-year reform plan on cultural industry

China is planning to develop its cultural industry into a pillar of the national economy by 2020 by upgrading its industrial structure, fostering major brands and boosting consumption, according to a government blueprint made public on May 7.

Issued by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, the outline for the 13th five-year program (2016-2020) period on cultural development and reform specifies the guiding principles, major goals, key projects, as well as policy supports for future cultural reforms.

China to fully remove improper service charges

China will further regulate business charges to clarify and lower business costs, according to a circular jointly released by National Development and Reform Commission (NDRC) and other four departments.

Improper service charges on companies will be canceled while those which are unreasonably high will be lowered.

The statement also emphasized related departments should strengthen their coordination and supervision in carrying out the task.

China to streamline administrative process for preferential tax

The Ministry of Finance and State Administration of Taxation jointly released a plan to reduce administrative process for obtaining preferential tax benefits, in an effort to further delegate power, strengthen regulation, and optimize services, as part of the administrative reform.

The move is aimed to further improve business environment and stimulate vitality of entrepreneurship spirit.

China to ensure nationwide college enrollment rate not drop in 2017

The Ministry of Education released a plan on the enrollment work of high-level education in 2017, which is to further promote equality, safeguard students’ interests and ensure enrollment rate does not fall below the level of 2016.

The plan also said the disparities of enrollment rate among provinces should be further reduced, in an effort to make sure that more students from rural areas or impoverished regions are enrolled in colleges.

Chinese banking regulator tightens collateral management

Aware of management irregularities in some commercial banks, the China Banking Regulatory Commission (CBRC) made specific demands concerning classification, evaluation and rate determination of collaterals in a guideline released on May 8.

Commercial banks should make detailed categorization of collaterals, while the catalogue of acceptable collaterals should be updated at least once a year, according to the CBRC.

The regulator also ordered banks to revalue collaterals at least once a year, and the ceiling of collateral rates should be adjusted in accordance with business cycles, risk profiles and market conditions.

MEP to manage dangerous waste

The Ministry of Environmental Protection (MEP) issued a guideline to deal with dangerous waste during the 13th Five-Year-Plan period.

According to the guideline, efforts should be made to improve the management system, promote refined control and strengthen environmental risk prevention.

Ministries to deploy work for flood season

The Office of State Flood Control and Drought Relief Headquarters and the National Energy Administration jointly issued a notice to deploy works on reservoirs and hydropower stations to prevent flood.

The notice calls for real-time monitoring system in reservoirs and hydropower stations, interconnection of reservoir information, joint drills and better emergency response capability.

Scientific research hubs for agricultural products processing in need

The General Office of the Ministry of Agriculture delivered a guideline on constructing scientific research hubs for agricultural products processing.

According to the guideline, the hubs should rely on national agricultural product processing R&D system and scientific institutions with a strong research foundation.

Grain and oil, fruit and vegetable, animal products and aquatic products should be key research fields.

The move aims to create an integrated, systematic, applicable and reproducible demonstration platform.
