Premier Li Keqiang visited the Binhai New Area Administrative Approval Bureau in Tianjin on Sept 11. He saw one official stamp which replaced 109 stamps — following the policy to streamline administration and delegate powers to lower levels — and said he wondered how many people were previously held back by the abolished procedure. The premier witnessed the official cancellation of the 109 stamps, which were permanently sealed, and he said they should remain sealed and become part of the country’s history.
